Well I did the new 1.3.5 UK Template install.
The admin menus are nicely anglicised but I dont have Pounds as a currency and I didn't have the option to choose it during the install.
It could just be me - I'll delete it all and try again!
Also once you've switched templates the layout boxes are gone. I know its part of the "normal" behaviour of switching to a new template but it might be worth mentioning it.
The pounds as a currency is part of the standard Zen Cart installation routine - so that should have been there ??
Combined with the fact that you indicate that the layout boxes are not available this could be a case of the mysql update failed somewhere.
Could you let me have an url to check over please?
Also what is are your php and mysql versions?

I just dug round in the database and it looks like the UK sql didn't run at all 
Heres the server information from the Version menu:

can you check /zc_install/sql/plugins on the server and see if mysql_uk_template_base_1.3.5a.sql is in that folder please.
If it isn't - it was an upload problem.
If it is in there could you run a mysql export of the db and email it to me at the address you got the original notification.

Well it was all there but...
I dropped the database tables.
re-extracted the zen 1.3.5 main archive
re-extracted the UK template archive
merged them back togther.
Ran the install. Saw it report that it was running the extra SQL
All seems fine now.
Not sure what happened last time.. I did have a kitten helping me out so who knows 
When I switch templates it reports :
